Butte-Silver Bow has created Tax Increment Districts (TID) to help spur investment in older, historical areas The Urban Revitalization Agency (URA) is a TID designed to promote the redevelopment and stimulation of investment within the Central Business District. The Agency is funded by tax increment financing and makes loans and grants for private buildings in the Uptown area as well as invests in other public and private improvements. Through partnerships with the business and economic development community more than $25 million has been invested in the uptown business districts. This investment has come in the form of significant private investment, low interest loans and matching grants for building rehabilitation/ improvements, infrastructure improvements, and new construction. Over the last eight years this has translated into over 40 new businesses opening their doors with a cumulative total investment of more than $12 million.

The East Butte Renovation and Revitalization Agency (RRA) captures increasing taxable values and holds them for reinvestment within its borders. It is designed to assist property owners in the area closest to the Berkeley Pit who are looking to replace their roof or improve their façade, entrepreneurs looking to put up a new building, and developers with their eye on revitalizing one of East Butte’s historic warehouses.
